A hallmark of Donald Trump ’s first presidency was the way major policy developments would sometimes get almost no attention, because they were competing with the flurry of higher-profile, sometimes mind-blowing controversies swirling around him and his team. Evidently Trump’s second presidency is going to unfold in the same way. For the past week, the political world has focused mostly on the controversies over Trump’s planned appointments for top positions in his administration. And that’s understandable, given his plan to put the nation’s health in the hands of a noted vaccine skeptic and to hand the national intelligence apparatus over to someone who likes to repeat talking points from Russian propaganda . But that conversation has left virtually no space for discussion about policy changes — including one that should raise a lot of questions about exactly whose interests Trump will represent in government and exactly who has influence over him. The policy in question is a federal tax credit for buyers of new electric vehicles. It exists thanks to the 2022 Inflation Reduction Act, President Joe Biden’s signature legislative accomplishment, and is part of that law’s effort to reduce reliance on fossil fuels by promoting EV use. Last week Reuters reported that Trump’s transition team was recommending he ask Congress to kill the tax credit. And while Trump has not said anything publicly, auto industry leaders and investors saw the report as a trial balloon and indicator of what the president-elect is likely to do. It was not exactly a shocking development. Trump has been speaking out against Democratic support of EVs ― or what he has called, deceptively, an “ electric vehicle mandate ” ― for years. Especially when speaking in states like Michigan, cradle of America’s auto industry, he has portrayed the EV effort as elite Democrats imposing a tree-hugging agenda that will ruin the U.S. auto industry and, in the process, wipe out jobs for U.S. workers. Still, Trump never said explicitly whether he’d actually seek to eliminate the tax credit. And there were reasons to think he might not pursue the idea after the election. One is that a number of House Republicans support the EV incentives. Many come from places like Georgia, Ohio, Indiana and Nevada ― states that Trump won and where the EV effort has led to a boom in factory construction. The recent EV push has “created good jobs in many parts of the country — including many districts represented by members of our conference,” the House members wrote in a summer letter to House Speaker Mike Johnson (R-La.) Then there are the feelings of the auto industry itself. Both Ford and General Motors, the two legacy car companies still based in Detroit, have supported the tax credit because they think a global shift towards EVs is inevitable. The real question now, they argue, is not whether there will be many more EVs in the future, but who will produce and sell them. The U.S. carmakers are particularly worried about losing ground to Chinese companies. Thanks to two decades of financial support from their own government, Chinese carmakers can now produce EVs more cheaply and, as a result, are poised to dominate the worldwide market. The new federal tax credit, worth up to $7,500 per vehicle but only valid for EVs produced here in the U.S., is giving Ford and GM a chance to compete on a more even playing field among U.S. consumers. Good jobs in the districts of House Republicans, a chance to help American industry compete with China ― those sure sound like ideas that might resonate with Trump. But those aren’t the only appeals Trump is hearing. He’s also hearing from some of his biggest, and richest, allies. And they have a very different view. Hamm, Musk And EVs One of the co-leaders of the transition team on EV policy, according to Reuters, is Harold Hamm , a billionaire oil tycoon who was a prodigious Trump fundraiser during the campaign (and donated plenty of his own money, too). Hamm opposes support for EVs, whose growth over the long term would reduce demand for gasoline ― i.e., the financial lifeblood of his enterprises. Elon Musk, another Trump megadonor, also has the president-elect’s ear. And although Musk is the CEO of Tesla, the nation’s top electric carmaker, Musk has said his company doesn’t need the subsidies because it’s not trying to retool from making gas-powered cars and isn’t at the same disadvantage internationally as the legacy Detroit automakers. “I think it would be devastating for our competitors and for Tesla slightly,” Musk told investors over the summer. But he said that in the “long term, it probably helps” Tesla if Trump does away with the tax credit, since that could allow Tesla to more thoroughly dominate the U.S. market. But he agrees Tesla has “far more flexibility” and would suffer less. One reason for that is that Musk has fought unionization at his auto plants and, according to outside analysts, pays his workers less than competitors . A major goal of the Biden EV push was to support unionized companies in the U.S. and, in the process, guarantee better pay for manufacturing workers. It’s impossible to know just how much Trump’s opposition to the EV tax credit reflects the influence of Hamm and Musk, given his own longstanding skepticism of measures to prevent climate change. But Trump has a lengthy , well-chronicled history of heeding or helping donors who want policy favors, or offering them positions in his administration. And that’s to say of nothing of how Trump and his family profited personally when, for example, lobbyists and foreign dignitaries would stay at Trump’s Washington hotel. One w atchdog group determined through public disclosures that his daughter, Ivanka, and her husband, Jared Kushner, made as much as $640 million in outside income during Trump’s first term. Now Trump is on his way back to the White House, with a transition team led by and stocked with billionaires . Musk, along with fellow billionaire Vivek Ramaswamy, are leading a so-called Department of Government Efficiency (“DOGE”) task force that, though not an official government entity, will identify targets for big cuts in government spending. The Political Game Lobbyists and analysts familiar with the transition told The New York Times they thought Ford and GM (and Stellantis, the other Detroit company, which is now part of a foreign conglomerate) still had a chance to save the tax credit, if they’re strategic enough. As these sources explained it to the Times, part of Trump’s motivation for killing the tax credit was his grudge against the Detroit companies because of their past support for auto emissions policies he opposed. To get on Trump’s good side, the companies needed to make amends ― or, as the Times put it, “bow to Mr. Trump.” Trump has always been unabashedly transactional . The variable is which kind of currency will get him to respond. Campaign contributions? Family enrichment? Personal abasement? Some combination of the above? They currently own a record of 13-18, sitting in 12th place within the Western Conference standings. This team still has All-Stars De'Aaron Fox and Domantas Sabonis, giving them a chance whenever on the floor. James Borrego, New Orleans Pelicans assistant Borrego is best known for being a strong tactician and he would bring some experience to the table with the Kings. Borrego was a candidate this past summer for some of the open jobs and the Los Angeles Lakers were very interested in hiring him before they landed JJ Redick. Borrego helped the Charlotte Hornets overachieve years ago and has learned a lot since that time. The Kings could bring in a young, energetic mind to replace Brown with this hire. 4. Darvin Ham, Milwaukee Bucks assistant Ham had a successful run with the Lakers before he was let go this offseason. The pressure to win in Los Angeles is what ran Ham out of town, even after a trip to the Conference Finals. The former head coach still has a fire to keep coaching and could do well in Sacramento. His experience being the leading man in Los Angeles would certainly help shape him to be able to deal with running the Kings. 3. Micah Nori, Minnesota Timberwolves assistant Nori was a highly-talked-about name last offseason and teams around the league love him. During the playoffs, Nori took over as Wolves' head coach while Chris Finch recovered from an injury. Nori doesn't have the leading experience like a few others on this list but his innovation could be great for Sacramento. This would certainly be a big plus for the Kings if they could land him. 2. Chris Quinn, Miami Heat assistant Quinn has been a hot name around NBA circles for some time now and the Miami Heat love him. While he doesn't have experience as a leading man in the league, Quinn has found a lot of success in Miami. Players love him and he would bring some freshness to this Sacramento organization. If the Kings are serious about keeping Fox around long-term, someone like Quinn certainly wouldn't hurt things. 1. Sam Cassell, Boston Celtics assistant The Boston Celtics lead assistant has been interviewing for head coaching roles for a long time now and it's about time he is given a chance. This could be a massive win for the Kings to be able to land a young talent like Cassell. The former NBA guard would bring a certain level of toughness to the table and would certainly demand respect from the two stars. Trump threatened to impose tariffs on products from Canada and Mexico if they don’t stop what he called the flow of drugs and migrants across their borders with the United States. He said on social media last week that he would impose a 25% tax on all products entering the U.S. from Canada and Mexico as one of his first executive orders. Canadian Public Safety Minister Dominic LeBlanc, whose responsibilities include border security, attended a dinner with Trump and Trudeau at Trump’s Mar-a-Lago club on Friday. Trudeau requested the meeting in a bid to avoid the tariffs by convincing Trump that the northern border is nothing like the U.S. southern border with Mexico . “The prime minister of course spoke about the importance of protecting the Canadian economy and Canadian workers from tariffs, but we also discussed with our American friends the negative impact that those tariffs could have on their economy, on affordability in the United States as well,” LeBlanc said in Parliament. If Trump makes good on his threat to slap 25% tariffs on everything imported from Mexico and Canada, the price increases that could follow will collide with his campaign promise to give American families a break from inflation. Economists say companies would have little choice but to pass along the added costs, dramatically raising prices for food, clothing, automobiles, alcohol and other goods. The Produce Distributors Association, a Washington trade group, said last week that tariffs will raise prices for fresh fruit and vegetables and hurt U.S. farmers when the countries retaliate. Canada is already examining possible retaliatory tariffs on certain items from the U.S. should Trump follow through on the threat. After his dinner with Trump, Trudeau returned home without assurances the president-elect will back away from threatened tariffs on all products from the major American trading partner. Trump called the talks “productive” but signaled no retreat from a pledge that Canada says unfairly lumps it in with Mexico over the flow of drugs and migrants into the United States. “The idea that we came back empty handed is completely false,” LeBlanc said. “We had a very productive discussion with Mr. Trump and his future Cabinet secretaries. ... The commitment from Mr. Trump to continue to work with us was far from empty handed.” Joining Trump and Trudeau at dinner were Howard Lutnick, Trump’s nominee for commerce secretary, North Dakota Gov. U.S. customs agents seized 43 pounds of fentanyl at the Canadian border during the last fiscal year, compared with 21,100 pounds at the Mexican border. Most of the fentanyl reaching the U.S. — where it causes about 70,000 overdose deaths annually — is made by Mexican drug cartels using precursor chemicals smuggled from Asia. On immigration, the U.S. Border Patrol reported 1.53 million encounters with migrants at the southwest border with Mexico between October 2023 and September 2024. That compares to 23,721 encounters at the Canadian border during that time. Canada is the top export destination for 36 U.S. states. Nearly $3.6 billion Canadian (US$2.7 billion) worth of goods and services cross the border each day. About 60% of U.S. crude oil imports are from Canada, and 85% of U.S. electricity imports as well. The indictment brought by Justice Department special counsel David Weiss charges Smirnov with tax evasion and filing false tax returns, accusing him of concealing millions of dollars of income he earned between 2020 and 2022. Smirnov has denied the allegations in that case. Prosecutors have alleged that he falsely reported to the FBI in June 2020 that executives associated with the Ukrainian energy company Burisma paid Hunter Biden and Joe Biden $5 million each in 2015 or 2016. Smirnov told his handler that an executive claimed to have hired Hunter Biden to “protect us, through his dad, from all kinds of problems,” according to court documents. Prosecutors say Smirnov in fact had only routine business dealings with the company in 2017 and made the bribery allegations after he “expressed bias” against Joe Biden while he was a presidential candidate. Gavin Newsom and state lawmakers returned to the state Capitol on Monday to begin a special session to protect the state's progressive policies ahead of another Trump presidency. The Democratic governor, a fierce critic of President-elect Donald Trump, is positioning California to once again be the center of a resistance effort against the conservative agenda. He is asking his Democratic allies in the Legislature, who hold supermajorities in both chambers, to approve additional funding to the attorney general's office to prepare for a robust legal fight against anticipated federal challenges. Democratic Assemblymember Jesse Gabriel on Monday introduced legislation to set aside $25 million for legal fees to respond to potential attacks by the Trump administration on state policies regarding civil rights, climate change, immigration and abortion access. “While we always hope to collaborate with our federal partners, California will be ready to vigorously defend our interests and values from any unlawful action by the incoming Trump Administration,” Gabriel said in a statement. California sued the first Trump administration more than 120 times to various levels of success. “We’re not going to be caught flat-footed,” Newsom said at a recent news conference. Trump often depicts California as representing all he sees wrong in America. Democrats, which hold every statewide office in California and have commanding margins in the Legislature and congressional delegation, outnumber registered Republicans by nearly 2-to-1 statewide. Trump called the Democratic governor “Newscum” during a campaign stop in Southern California and has relentlessly lambasted the Democratic stronghold over its large number of immigrants in the U.S. illegally, homeless population and thicket of regulations. Trump also waded into a water rights battle over the endangered delta smelt , a tiny fish that has pitted environmentalists against farmers and threatened to withhold federal aid to a state increasingly under threat from wildfires. He also vowed to follow through with his campaign promise of carrying out the mass deportation of immigrants without legal status and prosecuting his political enemies. Before the special session began, state lawmakers swore in more than two dozen new members and elect leaders for the 2025 legislative session. Lawmakers voted to convene the special session largely along party lines. “This special session is about sticking up for Californians and for California values,” said state Sen. Scott Wiener, a Democrat representing San Francisco. “It is about ensuring that the president of the United States and his administration actually follow the law.” Hundreds of people also demonstrated around the Capitol on Monday to urge the Legislature to try to stop Trump's mass deportation plans . They carried banners that said “Not one cent for mass deportation” and “MAGA out of California.” “With the results of the presidential election, we need our state elected officials to use every tool and every resource they have available to them to protect our immigrant Californians,” protester Deborah Lee said. State Attorney General Rob Bonta said his office will protect the state’s immigration population, while Newsom last week unveiled a proposal to revive a rebate program for electric vehicle purchases if the incoming Trump administration eliminates a federal tax credit for people who buy electric cars. Newsom is also considering creating a backup disaster relief fund for the wildfire-prone state after Trump’s threats. Bonta announced legislation Monday aimed at bolstering reproductive rights in the state, including by allowing the attorney general to seek monetary penalties against local governments that infringe on those rights. The proposals are part of the state's efforts to safeguard against threats to abortion access after the U.S. Supreme Court overturned Roe v. Wade . Republican lawmakers blasted Newsom and his Democratic allies over the special session. State Sen. Kelly Seyarto, a Republican representing Murrieta in Southern California, said the special session proposal would make California have a more adversarial relationship with the federal government. “What we’re doing today is sending that exact message — that we are going to fight tooth and nail for everything. And you know what? That means they’re going to fight us tooth and nail for everything,” Seyarto said of the incoming Trump administration if the legislation gets approved. Legislators also are expected to spend the year discussing ways to protect dozens of laws expected to be targeted by the Trump administration, including one that has made the state a sanctuary for people seeking abortions who live in states where such practices have been severely limited. California, the nation’s most populous state, was the first to mandate that by 2035 all new cars , pickup trucks and SUVs sold in California be electric, hydrogen-powered or plug-in hybrids. The state also extends state-funded health care to all low-income residents regardless of their immigration status. Newsom hasn't provided details about what actions the lawmakers will consider but said he wanted funding in place before Trump's inauguration day, Jan. 20. The state spent roughly $42 million in litigation costs during the first Trump administration, officials said. California is projected to face a $2 billion budget deficit next year, with bigger shortfalls ahead. Gabriel, who sued the first Trump administration in 2017 when it tried to end a program to shield young immigrants from being deported, said lining up the funding now is “a wise investment." California successfully clawed back $57 million between 2017 and 2018 after prevailing in a lawsuit to block the Trump administration from putting immigration enforcement conditions on certain federal law enforcement grants. Another legal victory over the citizenship question in the 2020 census forced the federal government to return $850,000 to the state, according to the attorney general's office. During Trump’s first presidency, Democratic attorneys general banded together to file lawsuits over immigration, Trump’s travel ban for residents of Muslim countries, the environment, immigration and other topics. WASHINGTON — The United States is expected to announce that it will send $1.25 billion in military assistance to Ukraine, U.S. officials said Friday, as the Biden administration pushes to get as much aid to Kyiv as possible before leaving office on Jan. 20. The large package of aid includes a significant amount of munitions, including for the National Advanced Surface-to-Air Missile Systems and the HAWK air defense system. It also will provide Stinger missiles and 155 mm- and 105 mm artillery rounds, officials said. The officials, who said they expect the announcement to be made on Monday, spoke on condition of anonymity to provide details not yet made public. The new aid comes as Russia has launched a barrage of attacks against Ukraine’s power facilities in recent days, although Ukraine has said it intercepted a significant number of the missiles and drones. Russian and Ukrainian forces are also still in a bitter battle around the Russian border region of Kursk, where Moscow has sent thousands of North Korean troops to help reclaim territory taken by Ukraine. Earlier this month, senior defense officials acknowledged that that the Defense Department may not be able to send all of the remaining $5.6 billion in Pentagon weapons and equipment stocks passed by Congress for Ukraine before President-elect Donald Trump is sworn in. Trump has talked about getting some type of negotiated settlement between Ukraine and Russia, and spoken about his relationship with Russian President Vladimir Putin . Many U.S. and European leaders are concerned that it might result in a poor deal for Ukraine and they worry that he won’t provide Ukraine with all the weapons funding approved by Congress. The aid in the new package is in presidential drawdown authority, which allows the Pentagon to take weapons off the shelves and send them quickly to Ukraine. This latest assistance would reduce the remaining amount to about $4.35 billion. Officials have said they hope that an influx of aid will help strengthen Ukraine’s hand, should Zelenskyy decide it’s time to negotiate. One senior defense official said that while the U.S. will continue to provide weapons to Ukraine until Jan. 20, there may well be funds remaining that will be available for the incoming Trump administration to spend. According to the Pentagon, there is also about $1.2 billion remaining in longer-term funding through the Ukraine Security Assistance Initiative, which is used to pay for weapons contracts that would not be delivered for a year or more. Officials have said the administration anticipates releasing all of that money before the end of the calendar year. If the new package is included, the U.S. has provided more than $64 billion in security assistance to Ukraine since Russia invaded in February 2022.
